Jim O'Neal is the District Director of the U.S. Small Business Administration (SBA) office in Sacramento, California and is responsible for the delivery of SBA services in a 21 county area in northern California. The U.S. Small Business Administration provides technical assistance in conjunction with local resource partners and operates a loan guarantee program with lenders nationwide to support and develop small businesses. He was appointed to this position on August 30, 1998.

Lora Morrow is a Small Business Specialist in the Office of Small Business Programs (OSBP) at the Naval Facilities Engineering Command (NAVFAC) Southwest. In this capacity Lora participates in small business outreach events and conferences; proactively fosters relationships between the small business contracting community and NAVFAC SW; conducts one-on-one consultation with firms engaged in or seeking to do business with the federal government; and assists acquisition teams in the development of their acquisition strategies and source selection evaluation factors. Her geographic area of responsibility includes six southwestern states: Arizona, California, New Mexico, Colorado, Utah, and Nevada.
